James A. Shanahan, Esq. is one of the founding partners of Shanahan & Shanahan LLP. Mr. Shanahan focuses his practice on all aspects of municipal finance in Illinois and Indiana, serving as bond counsel, underwriter’s counsel, disclosure counsel, bank trustee’s counsel or issuer’s counsel. Mr. Shanahan began his legal career at Ice Miller Donadio & Ryan (now called Ice Miller LLP). He spent the first two and one-half years working on tax and securities matters and commercial litigation. For the last thirty years, his primary practice concentration has been in municipal finance with specific focus on financings for schools, cities, towns, villages, counties, libraries, park districts and forest preserve districts; revenue financings for municipal water, sewer and electric utilities and districts; general obligation financings for all types of political subdivisions located in Illinois and Indiana; conduit financings for private and not for profit businesses; and tax increment, business district and other types of economic development financings.
Mr. Shanahan is a frequent speaker on financing and construction issues, state law procedures for municipal borrowing, and federal tax law provisions affecting municipal borrowings. He is also a frequent panelist at bond attorney workshops and municipal attorney workshops. He is the author of numerous articles on various aspects of municipal finance for the Indiana Continuing Legal Education Forum (ICLEF), school and library publications. He is licensed to practice in Illinois and Indiana. He is a member of the Indiana Municipal Lawyers Association, the Illinois State Bar Association and the National Association of Bond Lawyers. He is also an active member of several civic and charitable organizations having most recently served as a member of the board of directors of The Career Transition Center of Chicago.
